Proposal to change the age range of:

Carlyle Infant and Nursery Academy, 35 Carlisle Avenue, Derby, DE23 3ES

Hackwood Academy, 240 Starflower Way, Derby, DE3 0FD

Reigate Park Primary Academy, Reigate Drive, Derby, DE22 4EQ

Introduction 

The academies listed above are consulting on a proposal to change the age range of the school. For Hackwood Academy and Reigate Park Primary Academy from 3 - 11 years to 2 - 11 years and for Carlyle Infant and Nursery Academy from 3 - 7 years to 2 - 7 years, from September 2027. This is to support an application for a School Based Nurseries Grant which would extend our existing Nursery Provision.

As part of the consultation process and legal requirements, we are writing to parents, key stakeholders and the local community to seek feedback regarding the proposed changes. The consultation process will begin on Wednesday 1st July 2026 and will end at 12pm on Monday 20th July 2026. Following the consultation period, The Harmony Trust will review all responses received and communicate the outcome and any next steps.

What is being proposed?

The purpose of this proposal is to enable to academies to provide additional early years education and childcare places for younger children, helping to meet local demand and improve access to high-quality education and care within the community.

  • Carlyle Infant and Nursery Academy and Reigate Park Primary Academy currently have a Published Admission Number (PAN) of 60 children per year group
  • Hackwood Academy currently has a Published Admission Number (PAN) of 30 children per year group

Under this proposal, these admission numbers will remain unchanged.

We currently admit children from the term after their third birthday as part of our nursery provision.  This proposal would allow us to admit children from the term after their second birthday, for those families eligible for funding for two-year-old children.

We intend to make up 20 full-time places available for 2-year-old pupils, in all the academies named, this will be additional places. The places would be available from 1st September 2027 if our application to the School Based Nurseries Grant is successful.

The benefits of this are strong links between parents, the community and the academy, as well as improved continuity of educational provision, resulting in better outcomes for the children.  

It is envisaged that there would be no impact on the Academy, the children, the environment or the local community. It is also envisaged that due to the Local Authority population projection and analysis of provision requirements, there would be no impact to other similar local providers and the placement of children would remain a parental preference. 

For children who are admitted to Reception this will remain unchanged and will continue to be admitted following the admissions policy.
